Rationale: Arkansas has regulations in place to protect the environment; these are controlled by the Arkansas Department of Environmental Quality (ADEQ). One of these regulations covers the control of storm water runoff at construction sites. These storm water regulations are vital to control pollution of our water.
Unfortunately Garland County is severely limited in its ability to monitor all the construction sites within the County because of a lack of manpower. In fact, the County has only one staff person to investigate the hundreds of construction sites across the County.
The Storm Water Task Force has been developed by the Hot Springs/Garland County Beautification Commission to assist the County through trained volunteer observation and reporting.
Goal: To provide Garland County with an effective tool in the protection of the environment through trained volunteers supplying information and reporting of possible infringements of the Storm Water Runoff laws.
Program Plan: The Task Force will be launched in the media to attract volunteers and provide information on the problem of storm water runoff. We will also invite all Garland County Adoptees and volunteers to a luncheon with a presentation with handouts that will explain the regulations, and more specifically, those infringements that may cause significant environmental damage.
Members of the Task force will be encouraged to call or e-mail information regarding any serious infringements of these regulations, but they will be given strong warnings not to physically intervene in any way at the construction site for their own safety and for legal reasons. They will be the “eyes and ears” of the County, but not part of the legal enforcement of regulations.
Development:
1. Develop presentation and handouts and press release 2. Present program to Executive Committee and full board on January 14th 3. If Board accepts program launch in February. 4. Develop a one page newsletter and send to volunteers at one and two months. 5. Evaluate impact at three months.
