Clean, Attractive Property Service (C.A.P.S.) CAPS is a service provided by the Sanitation Department to city residents who wish to dispose of large bulky items such as couches, mattresses, furniture, brush and appliances, such as washers, dryers, refrigerators, freezers and water heaters. Pickup days are listed below.
MONDAY & THURSDAY – Brush Brush that is picked up by CAPS is ground and recycled into compost. Brush must be cut 6 feet in length or less and no larger than 2 inches in diameter. Please do not mix with trash, wood, paper, cans, bottles or wire. TUESDAY & FRIDAY – Miscellaneous Items such as couches, mattresses, furniture,wood and building materials. Do not mix items for pick up with household garbage, plastic bags, cardboard, paint, batteries or tires. WEDNESDAY – Metal Dishwashers, washers and dryers, refrigerators, water heaters and metal items only. Remove old food from refrigerators and freezers. Items scheduled for pickup must be placed curbside by 6 a.m. We offer special assistance to the disabled and elderly. We also need at least 20 feet of overhead clearance to safely operate equipment. Please do not place items under low power lines or tree limbs. Residents may have one collection per year at no cost, up to one ton, with a charge of $20.00 for each collection thereafter. To schedule a CAPS pickup, call 321-6921. Cost: First pickup is free, up to one ton. Each additional collection is $20.00 for the first ton, and $40.00 per ton thereafter. Commercial customers are charged $40.00 per ton, or $15.00 for the first item and $5.00 for each additional item picked up on the same day. There will be a charge of $20.00 per item containing refrigerant (i.e., refrigerators, freezers, air conditioners). What you do with it also depends greatly on whether you live in the City of Hot Springs, or in the Garland County.

Aluminum cans, steel cans, newspaper, white office paper, phone books, corrugated cardboard, class 1 and 2 plastic bottles, metal objects, waste oil, batteries, and four passenger tires with no rims per day without charge at the County Recycling Centers: To avoid charges, the recyclables must be presorted and placed in the proper containers. Signs will be posted. Glass is not accepted.
Our County transfer stations are Recycling Convenience Centers for all residents and small businesses. They are located at:
Hwy 70W at 2630 Airport Road - right side of Hwy 70 W., 0.1 miles west of the intersection of North Moore Road. M-F 7am-4pm
Hwy 7N at 685 North Highway 7 - from Hot Springs, the facility is 1/4 miles north of Fox Pass Cutoff on Hwy 7 N. M-F 7am-4pm
Metal and large upholstered furniture: The County Landfill facility, located north of Hot Springs 1.1 miles up Wildcat Road north of Cedar Glades Road.

The Garland County Landfill on Wildcat Road also accepts Class 1 waste, including normal household waste $34.00 per ton plus tax, with a minimum of $6.00 plus tax per load. Class 4 waste, including construction/demolition waste is $24.00 plus tax per ton, with a minimum of $6 plus tax per load. Open M-F 7 am - 4 pm and Sat 7am - 1 pm (must be able to unload before closing)
Other stuff such as old shoes, mattresses, and coat hangers can have a new life:
Nike will recycle any brand of athletic shoe through its Reuse-a-Shoe program. You can drop shoes off at any Niketown store or Nike Factory store; the company also has other drop-off spots, and if there’s not one near you, you can mail shoes in. (Get details on the Nike Web site.) The footwear is used to make sports surfaces for basketball courts, tennis courts, running tracks and playgrounds.
If your mattress is in usable condition, you can probably find it a good home through the Freecycle Network. It’s an Internet community with chapters all over the country, in which people offer up items they no longer want and other people happily take them. And what about laundry stuff? Some dry cleaners will take wire hangers back and reuse them, and some tailors and alteration shops will take them — so just ask. Some dry cleaners will take their plastic bags back and recycle them as well. Dry cleaning uses a harmful chemical known as “perc” that is a suspected carcinogen and has been outlawed in some areas. Look for cleaners who offer “wet cleaning,” consider hand-washing some garments, or better yet, avoid buying clothes labeled “dry clean only.”
